    PIA HONTIVEROS: Now that we're clear on the rules of our debate, let's proceed with our first question. At the beginning of President Rodrigo Duterte's term in 2016, he said, he will not condone corruption. In his last State of the Nation Address he said, corruption was, quote, endemic in government. Candidates, endemic was the word used by the President which means corruption is confined and widespread in government. It is a serious problem that we hope the next President will address with results.

    Here is the general question, para po sa lahat ng ating kandidato. As a public servant or a civic leader, has an instance of corruption happened under your watch and how did you deal with it? To give you a few examples, have you or your office been offered a bribe or commission or a kickback?

    We will have our candidates answer this general question in alphabetical order.

    VP LENI: 'Yung unang-una kong ginawa pagkatapos ng ako ay nahalal bilang Congresswoman, kinausap ko 'yung aking mga taga-distrito, mga negosyante, mga kasama ko sa distrito sinabi ko na kaklaruhin natin, walang makikipag-usap sa akin tungkol sa mga kontrata, walang makikipag-usap humihingi ng mga favors na bibigyan sila ng special preferences, 'yun 'yung pinakauna.

    Pangalawa, kaya walang nag-attempt sa akin. Pangalawa, hindi enough for a public official to be good but there has to be a system which will force him to be good. Noong ako ay member ng House of Representatives, 'yung mga panukalang batas na finile ko, lahat anti-corruption measures. Merong measures on transparency, meron 'yung Full Disclosure Law, 'yun 'yung pinakaunang bill na finile ko. 'Yung Freedom of Information Law, accountability measures, 'yung people empowerment measures – dahil palagay ko, ito talaga 'yung pinakamahalaga para mabawasan 'yung corruption.

    Six years ako sa Office of the Vice President and I am very proud to say na in the past three consecutive years, nakukuha namin 'yung pinakamataas na COA Audit Rating, unqualified opinion lagi. Pagpapakita na ang resibo nandiyan na talagang ayaw namin sa corruption.

    PINKY WEBB: You have been provided with a whiteboard and marker, nandiyan po sa inyong likod, pakikuha na po. Because the next question will require you to write down your answer.

    So, it's still on the topic of Corruption. Ito na po ang tanong, which government agency would your administration investigate first for allegations of corruption? Puwede rin po ang acronyms kung maaari po, lakihan ang inyong sulat para makita po ng ating mga manonood. When you're done, we are going to ask you to please put up your boards. Wala na pong explanation for this, gusto lang namin malaman kung anong government agency ‘yung inyong uunahin.

    PIA HONTIVEROS: Our next topic will be the COVID 19 pandemic. We're going back to March 16, 2020. That was the day President Duterte placed the entire Luzon under ECQ, Enhanced Community Quarantine.

    PINK WEBB: And this will be a very simple general question to our candidates. Where were you and what were you doing in the days, weeks, and months that followed the initial lockdown – ECQ – in Luzon?

    PIA HONTIVEROS: We will wait to hear from our candidates after this short break, but and amid this COVID 19 pandemic, we know economic recovery is front and center of every government's forward looking agenda. Candidates, we'd like to hear specifics about your plans.

    Okay, so balikan natin ang tanong natin kanina. Candidates, nasaan kayo, what were you– where were you rather in the days, weeks, and months that followed after the President placed Luzon under ECQ? And this is going to be a general question for all –

    PIA HONTIVEROS: – a general question for everyone here tonight. Pero mag-uumpisa po tayo kay Ka Leody de Guzman, Ka Leody.

    PINKY WEB: Let's now ask Vice President Leni Robredo.

    VP LENI: All throughout the pandemic po, we were trying to fill in one gap after another. Ang pinaka-una po nito towards the latter part of January sa opisina po namin nag-iimbita kami ng mga medical experts kasi gusto namin maintindihan kung ano ba talaga itong pandemya, ano 'yung aasahan natin?

    Noong nag-February na po, naalala ko, nag-invite kami ng mga medical experts na magsalita sa aking radio program para information dissemination para makapag-handa 'yung tao. Pagpasok ng March, ito na 'yung nagkakasakit na 'yung ating mga frontliners at kulang 'yung PPE sets. At tayo po ay nagpre-position na ng mga PPE sets sa lahat ng mga ospital, hindi lang po dito sa Metro Manila pero buong Pilipinas. Noong nagkulang na po 'yung supply ng PPE sets, nag-decide na po tayo mag-local production ng PPE sets. Nag-tap po tayo ng mga sewing communities sa maraming lugar una sa Metro Manila, tapos nag-extend tayo sa labas ng Metro Manila.

    Noong March 16-17 noong nawalan na po ng public transportation, nag-launch po tayo ng shuttle buses. Noong nagsha-shuttle buses na po tayo, ang reklamo naman ng mga frontliners, uuwian nila para hindi sila makahawa sa bahay nila. So, naglagay po tayo ng mga dormitories. Wala na pong trabaho 'yung mga TODA natin, naglagay po tayo ng mga Community Marts. Nag-launch po tayo ng Bayanihan E-Skwela noong wala nang paaralan, meron tayong mga Community Learning Hubs. Nag-launch po tayo ng BayaniHanapbuhay para doon sa mga nawalan ng trabaho.

    Meron po tayong Vaccine Express, meron tayong Swab Cab. Meron po tayong Bayanihan E-Konsulta. Naglagay po tayo ng team sa Cebu saka sa Palawan para makatulong.
