    FR. BOB EBISA: Many local governments in the Visayas including Cebu have considered reclamation as a way to progress. However, many people here are also against such plans because of environmental concerns. What is your position on this issue?

    VP LENI: 'Yung economic cost should never come at the cost of- 'yung environment saka 'yung mga social cost. Parating kino-consider ano ba 'yung epekto nito sa mga taong kumukontra? Ano ba 'yung epekto nito sa environment? So, para sa akin mahalaga talaga yung mekanismo, 'yung mekanismo na pinapakinggan 'yung expert, 'yung people's councils na from day one, meron nang platform para 'yung boses nila napapakinggan. Kasi kadalasan pinapadaan lang ito sa very shallow na consultation, kaya nararamdaman ng mga stakeholders na kahit kontra kami ng kontra sinusulong pa din nila. Hindi kami pinapakinggan. Pero kung ang platform nandiyan, from day one na pino-propose pa lang ito kasama na sila sa usapan and of course 'yung experts natin sa environment kailangang tanungin kung ano 'yung magiging epekto nito sa pangkalahatan.

'Yung pagtutok sa rural development number one 'yun sa atin, pagtutok sa water resources management, pagtutok sa public transport, pagtutok sa mga reconstruction of housing projects para sa mga lugar na tinamaan ng kalamidad 'yun 'yung ating mga priority sa Build, Build, Build. Ipa-prioritize din natin 'yung connectivity at shift sa technology based resources. Pagsasabatas ng open access and data transmission para maging suporta nito.     SERAFIN PLOTRIA: Here's the question from Western Visayas, Boracay is the pillar of Aklan's economy and contributes a huge profit in the tourism industry of the country. The Boracay Island Development Authority or BIDA Bill has been passed in congress amidst opposition of the Aklan government, NGOs, and some religious groups. President Rodrigo Duterte even called it unconstitutional. If you become president, will you sign this bill to become law? If so, why or why not?
